International conference

The International high level conference for police leadership: Professionalism, Legitimacy and Diversity, will be held 25th - 27th September 2011 in the Netherlands and is for senior (strategic) management decision makers from the police services in the EU member states and EEA countries and relevant stakeholders, including the relevant Ministries, heads of police unions, CEPOL, NGO and networks.

At the conference we will share the gained experiences and knowledge of our programme ‘Diversity in police management’ on a European level. Partly as a result of our programme, over the past 3 years diversity at the top of the Dutch police service has risen from 8% to 22%. The programme has also demonstrated that there are enough suitable potential candidates to be able to maintain that diversity. Next to this the conference will also address the developments which are impacting the police organisations in Europe, as they are confronted with new challenges requiring innovative responses in order to keep pace with the needs of contemporary societies. The Minister of Security and Justice, Mr Ivo Opstelten, will officially open the conference.

Lord Blair of Boughton: “Diversity is an operational necessity”

Diversity forms a crucial element in modern policing. However, it can only succeed when senior and middle management fully endorse the inclusion of the management of diversity, whereby a connection is made to pan-cultural skills as indispensable tool for effective and pragmatic policing. According to one of our key-note speakers Lord Blair of Boughton: “For most businesses, increasing the diversity of their workforce is either a moral good or at most additionally the business benefit of drawing staff from the widest possible group of applicants: for the police, in 21st Century Europe, it is an operational necessity.”

Organisation

Under the EU Commission Programme Fundamental Rights and Citizenship, the Police Academy of the Netherlands/National Expertise Centre on Diversity has been awarded funding for the project ‘European Diversity in Policing – Pan-Cultural professionalism (skills) effective policing and building bridges to contemporary societies’. Our organisation Politietop Divers (Diversity in police management, towards a sustainable perspective) is part of the consortium driving this EU-project.
